Problem with ProlLiant DL 380

Hi All,
We have ProLiant DL380 server with WINDOWS 2000 Service pack 4.
The problem is:
We can't stop and start any services both in the mmc and from the command line.
When we try to start or stop service, the status of the service is Starting... or Stopping...
Anybody can tell me, what we can do in this situation without reinstalling system?

What does the event log report when you try to start/stop a service.

What services are you trying to stop or start?

If the event log is not reporting anything of use you may have to consider reinstalling. If something as simple as just starting a service fails, there may be a lot more problems with the installation that are not apparent at the moment.

The event log display no activity about this. I try to start and stot any services which have startup property MANUAL

The core of this problem is APC service, which control UPS. We set STARTUP propertie of this service to MANUAL and problem disapear.
