Proliant 1600 - freezing up on boot
Got the same 1600 with latest ROMPAQ for system BIOS and Raid controller.
It happens that the machine does not start properly, where no display, no nothing and machine is powerred on but seems dead. Any ideas

Strip the unit down to bare minimum, take all cards out, and pull out all the memory.
If the system board is functioning (the CPU starts up) you will get a few beeps to notify you of a RAM error (which you have induced by taking the RAM out).
If you get no beeps, the system board is not running. Can be a bad CPU, bad VRM, bad system board or bad P/S.
If it beeps, put only the RAM back, video should start in a few seconds. If OK, start putting the components back one by one, testing after each step.
