Proliant 1600 mouse & keyboard not responding

We have a Proliant 1600 which was "beeping", not it's been rebuilt however I get and error at the logon screen, "At least one service or drive failed during system startup. Use Event Viewer to examine the even log for details". The catch is that the keyboard & mouse are NOT responding! Of course, we have reseated all cages, cards, etc. swapped out the keyboard & mouse, etc. without success. Any ideas??? Thanks!

do you get a message during p.o.s.t?
If the keyboard isn't seen, you should get a message like 101 no keyboard detected.
If you don't get this message, try to get into F10 partition or boot from a dos floppy to check whether it is software or hardware.
