Proliant 6000 Won't Power On- Interlocks Good

Hi. Thanks for reading and any advice. My "new" Proliant6000 won't power on. The power supply indicator is GREEN and the Auxillary/5V "interlock" indicator on the PCI/EISA Expansion Board is GREEN but NO tther Lights on anywhere (and don't blink) and nothing happens when Standby/ON switch is pressed. The manuals say the interlock lights are normal and this indicates a cabling problem from the Power Backplane. I've checked all of these power cables/reseated them all. Any advice? Thank you!!!
