Proliant 6000 Won't Start

We are using the minimum configuration guide to try to get the server to start. Does the hot swapable power supply need to have both lights lite? The lower light is green but the other light is out.

please elaborate on the status of the LED on the front and the rear end of the server.

The lower light on the power supply is green, the upper light is out. LCD is lit displaying firmware info (1.9), Light above power switch is out. CR20 Amber, CR46 Amber, CR29 Green

It could be an interlock problem...

It could also be that the server has been repaired or decommissioned two years ago.
(Proliant 6000 is prehistoric.)
