What model of server are you trying to configure?
If you have a CD-RW, you can burn an ISO of SmartStart 7.xx which can help you config the array.

have you tried any other bootable media to test the CD drive?
You could attach a CD-ROM from a workstation to see if the CD-ROM will still not boot.
Will it boot from a floppy?
If it will boot from the floppy, you can use the system erase utility to wipe any bios configs that are keeping the CD from boot. Here is the diskette:

The SmartStart 5.40 is a good CD version for the ProLiant 6400, so it is just a matter of getting it to boot the CD. Once it boots, you can re-build the box.
