Proliant 6500 Xeon HELP

I have built a Proliant 6500 Xeon server from scratch (well, tried to). I can not get it to start up, when I hook a power supply up to it, the Interlock (on the board that says ???UNPLUG THESE 5 CONNECTORS BEFORE ATTEMPTING TO REMOVE THE DRIVE CAGE???), MISC, and IO LED???s light up in orange. A green LED comes on lower on the motherboard it reads ???CR527??? Right now I have everything hooked up (that I know of) except the LCD display, and I only have one power supply.

OK guys im in the same boat....same cofiguration except I have 2 power supplies.
