i have compaq proliant 6500 with ONE pentium 3 xeon proc. it has 4 proc slots. the machine is not turning on im very confident that it is because i need proc terminators to fill in the 3 empty proc slots. am i correct? if i am correct where can i get these terminators for this specific server and how much do they cost?

Yes you need terminators. Part number is 329271-001, $36 each from HP part store:
