SolutionConsider installing the latest BIOS (P14?) and firmware(s) from here:
http://h18023.www1.hp.com/support/files/server/us/locate/7_1131.html
While you're there check for any newer drivers/software (for later).
This manual shows the location and settings for the Bus/Core ratio settings:

I don't know definitively. I'd be inclined to use the part number information from the existing PPM.
