Proliant 8000

Keep getting I/O Config to hang during boot up. What gives?

Sometimes whenever the Proliant starts from a cold boot the LCD screen displays PCI Config (sorry-not I/O Config)and it just stops there and doesn't continue. The I/O board has been replaced. A hard restart will most of the time will cause it to continue on to the video configuration (also displayed on the LCD) and finish the boot process.
