Proliant DL 140 Speedstep

Hi,
I'm trying to get the intel enhanced speedstep working on a DL 140. It's running Archlinux with stock kernel. Probing for any device like acpi-cpufreq or speedstep-* returns No such device.
Is the speedstep disabled in BIOS? Is it possible to enable speedstep?

The Bios for the DL140 G1 is AMIBIOS. There was no support by American Megatrends at the time for Intel Speedstep technology. Therefore, there are no configurable options in BIOS. The DL140 G2 has a Phoenix Bios. There also were no speedstep options.
