Proliant DL360 G4 No Video

I have a DL360 G4 which just gives a flashing vdu led.
I have changed the dc to dc converter, system board and 2 x cpus.

I have tried it without cpus, memory and hdds as well as with just 1 psu in.

Any one know what the fault is..
