Proliant DL380 G5 running Windows Server 2003, corrupted

I have a Proliant DL380 G5 Server running Windows Server 2003 Enterprise Edition. The server has been running error free for over a year until last week when we doubled the size of the virtual memory for the C drive. After the change, I rebooted the server, and from there on, all applications fail with the error msg "The Application failed to init properly 0xC0000142). Also, 2 windows pop up after a reboot which are titled "Internet Explorer Script Error" and showing a few lines of information as follows:

Also, commands (ie arp & ipconfig) in a cmd window fail due to "application failure".

Any idea what could have caused this ? I had no Virus Protection installed on that server. Could the change in virtual memory size have done some corruption. Is there a way to recover ? Any procedures on how to do such a recovery, repair ? Or should I re-install the OS. Please let me know. TGhank you
