Proliant ML350 G4 do not start
when connect power picture like the power go to protect... on pin 20 in power supply connectors (P2), on pin 21 (in P1) and pin 4,8 (on P3 - come to HDD) bp jump from 1,5V to 0V
But if no CPU, on it's pin 5V
if it's popular trouble, pleasure answer!

power led - On (AC power available)
exterrnal health(power) LED - Green (Power supply OK)
internal health led - green 2 sec., then Red 5 sec...
all fan is working

Any error displayed on screen, or is it blank?
Try the minimum hardware configuration, for e.g. single CPU & 2 DIMMs.
Try the system maintenance switch (SW6) to clear CMOS and try again.

Processor 1 & 2 LEDs a flash

screen is blank

it has only 1 CPU & 2 DIMMs

Have question! if only 1 CPU, may I install it to second socket, not in first?

Is there a known good processor & PPM so we can rule out whether the issue is with the processor slot on system board or the CPU itself?
However, if amber LED blinks next to both processor, it is unlikely to be a CPU failure.

PCI post card i can't use, because in ml350 only pci-x slots..

As you see inside quotes, it is very hard to say whether it is the process, PPM or the system board. However, we assume that both processors or PPMs can't be faulty at the same time. So, we have to suspect the system board.
