is it a fresh installation of W2003? I mean the NIC card was there at suddenly disappeared?
these NIC cards NC373i the embbeded ones have been having some issues
so try this install PSP 7.7 which includes an old driver that helps
http://urlao.com/psp77
also try this driver in case PSP continues with the same issue driver
http://urlao.com/olddriver

why do you say that the PCI cards are the issue I mean have you try removing one one of them and check the NIC card or ...?
