Proliant Won't Boot

We have a legacy Proliant 6500 that won't boot. Both pwr supplies have green indication for the lower, power LED. No indication on the upper LED (depicting yield-exclemation). No fans are spinning, no beep codes, with amber LED indication on MB.

Pwr supplies are known-good - swapped out with like, working ones. Cards, mem, cpus and drives removed from MB w/ no change.

We're leaning toward MB or pwr back plane. Anyone w/ identical situation and resolution?

Do you have the cover off still?

I almost remember those old proliants not turning on if the cover was off due to a switch that is depressed when the cover is on. I could be wrong..
