Question about my server ml110 g2

yesterday I upgrade my cpu to a Pentium 4 670

When it boots it says Pentium 4 3.8 L2 2mb
but it say's it running at 2.8ghZ
Also I added 2gb of DDR 400 2 x1.0Gb 3.0GB total
In windows 2003 server is says that i have 2gb of ram
I also upgrade the system bios to the latest version 2005 dec still same thing

I see the highest spec processor listed is P4 3.4mhz

The Intel E7221 Chipset should run till 3.8ghz.The clock generator on the HP Proliant ICS 9541101df has a max of 19X which is the 3.8GHZ (200 X 19 = 3800)
All other motherboards I've seen with this chipset like for this example

This board has same chipset.

The Computer sees the 3.0GHZ chip and L2 Cache of 2MB but it has the wrong multiplier of 14X it shouldbe at 19X
