Securepath for AIX 5.1 HSV issue

I have configured the SP on AIX 5.1 using an HSV array.
I have the zoning setup correctly but am having problems with the failover/failback. It just doesnot happen. when i issue
the cbxfcsm listall it shows
that the active and standby are the same, ie scsi2. I can i change it to force the standby path to be the other path. REally in a jam here,
