Server 2003 on Proliant 5000 (E16)

is it possible to install Server 2003 on Proliant 5000 (E16) with full use of all 4 processors?
if i install server 2003 only one processor is used.

No, it's not - there are multiple threads about this issue. Essentially not supported as legacy hardware. If you want two processors, back to 2000 Professional or NT Workstation; all four processors, back to NT Server or 2000 Advanced Server.
