Server Diagnostics Utility - Connection was refused

I am trying to use the Server Diagnostics Utility on a SmartStart 7.10 CD for a DL380. When it tries to load the Server Diagnostics Utility, I get the following message, "The connection was refused when attempting to connect" and then gives an IP address. Does anyone know why I cannot use this utiliity?

Suggestions -
1. Try for a later version of SS if avialable from hp.com
2. Also, attempt firmware upgrade
If you are keen to win, you should be willing to lose.
