Server doesn't work

Our customer has PL ML 530 server. But Server Can not open.. I changed Power Supplies ( 2 Power Supplies ), System I/O board and CPU ( 2 CPU ) but It is still doen't work. Power OK.. All light are on.. only near the memory lights are red and one light is amber blinking at front of server ..
What am I do ?

It looks like you have a memory problem. Either they are not seated, or you have a bad memory , or bad memory slot on the ssystem board. Each memory bank has a LED next to it. let the one that have green LED and pull or reseat the ones the has amber lights. Try to install the memory one at a time, in case you have a bad memory module.
