Server won't start and power supply is blinking green

I have an HP DL360 that won't power up any more. This just happened two days ago and I cannot seem to come to a definite conclusion as to whether it is the power supply or what it is. The front power light remains amber and the rear power supply light is blinking green quickly. It will not even POST. Does this definitely sound like a power supply?

If it is indeed the power supply, does anyone know where I can find a replacement? The replacement part number that is listed is 432171-001.

Connect to the iLO and read the IML log, this might indicate what is wrong.
