Slower CPU DL360 G3

I have been after a way to slow down the clock speed of our 3.0ghz xeon. I need the cpu to run at below 2.0ghz. Having tried all sorts of software (VMware, Mo'slow etc) I was wondering whether you can simply replace the CPU with a slower one or does anyone know of any other software??
