i don't think it can be stopped, it is function by design...
ARM and surface scan are so designed, to run, when there is no other activity and to not interrupt the normal work. Therefore there should be no need to stop it, and I think there is no such option.
I understand you too, but don't think you will be able to stop it, sorry...
why do you want to stop it?
