Hi Bob,
Looks like you need to check the power supply first and work your way toward to systemboard.
you can check the LEDs from each power supply, if you are not sure where to look at this use below link for the system details.

if you see the LED blinking right after you plug the power cord into power supply, you might have system short circuit.

Hi Bob,
If your Proliant 1600 has the redundant type power supply housing (non-standard) you will need two working power supplies for it to operate.
There is room for three hot-plug PSU's but it operates on a 2+1 basis. Two are needed to provide enough current and the third is redundant. This allows for one PSU failure. If you only have two hot-plug PSU's installed and one fails, it won't power up at all.
Can you please confirm that you have the following PSU types and power cage installed.

You can obtain replacements but these can be expensive.
If you have no success with replacement hot-plug PSU parts, replace the hot-plug style power supply cage with the standard 325Watt PSU which should be easy to obtain. Check Ebay for parts first.
