USB 2

I have added a 4 port USB 2 PCI card to my Proliant 5500. I have installed the drivers from the disk and the USB ports work perfectly. As long as I don't plug anything in. Even if I plug in a USB cable with nothing attached it freezes Windows 2000. To add USB devices I must Shut down plug in then start up again. Please help.
