Upgrade a bunch of DL580 1st generation (4ea CPUs)

We are able to get used DL 360G2 servers to upgrade a bunch of DL580 quad CPU servers.

can the DL360G2 dual Xeon 2.8Ghz with 2G run microsoft IIS as fast as DL 580G1 Quad PIII Xeon 900Mhz 1G RAM.

That's actually an extremely difficult question to answer. Since you are asking about IIS, I'll assume this is a webserver on the Internet. Since you will potentially have a HUGE number of concurrent, parallel, requests, the more CPU's you can spread them across, the better. As a general rule of thumb, web traffic is not individual CPU intensive.
