W2K3 Error on a ML 570 G3 - Power Surge on Hub Port Error

We have installed Windows 2003 Server SP1 on a ML 570 G3. The following error appears "USB device has exceeded the power limits of its hub port"
All the firmware has been updated & the latest proliant support pack applied.
I've found a little information that relates to XP but not for Windows 2003.

We have same problem!

experiments showed that error alert message disappears after disabling following devices in the Device Manager:
Intel(R)82801EB USB Universal Host Controller - 24D7
Intel(R)82801EB USB2 Universal Host Controller - 24DD

Teste├Р┬▓ with USB Flash Drive.
On the front panel does not work (device not identify).
on the back panel work all correct.

We have solved the problem!
The USB plug pins on the front panel were touching the ground (frame, case, body). When we insulated the pins using isolation tape, the symptoms described above ceased. The system is now operating stably.
