When upgrading a PL1600 to 500mhz is a thermal kit really necessary?

When upgrading a PL1600 to 500mhz is a thermal kit really necessary?

I came across this text a number of times in various HP/Compaq documentation:

To Upgrade 400-MHZ, 450-MHz, or 500-MHZ models to the 550MHz or 600MHz or when upgrading a 550MHz to the 600-MHz model, installation of an additional Thermal Upgrade Option Kit (P/N 144003-B22) is required. Failure to install this kit when upgrading may cause damage to the server and will void the warranty.

Given the statement above, it looks like upgrading from 350 to 500 wouldn't require this kit (144003-B22) unless omitting the 350mhz option and adding the term additional somehow implies that it is required. Opinions?

Thanks.
