Windows 2K3 not utilizing all of RAM installed on ProLiant DL360 G5

I just setup Windows 2003 on a ProLiant DL360 G5 with 4 gigs of RAM and Windows is only detecting 3.25 RAM? I am setting up SQL, so I would need all of the 4 gigs installed. Is there an option in the Bios to enable the full 4 gigs. Any feedback will be appreciated.
