SolutionWhen you say the Activation light - which LED do you mean. The bottom one of the two on the left of the RJ45 ports is the Health light. Green is ok, Amber is fault, off is off.
If you mean the LEDs on the actual RJ45 ports.... then check
(a) Is it a twisted RJ45 cable when you want straight thru - or vice versa?
(b) What you are connecting to is really running at 1GB. If its not running at 1GB then it wont work. Pass-thru is 1GB ONLY!
The Pass-thru instruction guide should tell you the LED status on the RJ45 ports.
(c) It is plugged into a interconnect slot that has a matching NIC on the server.

The bottom is lit and it is green (health led).
No lights from the ports when cable is connected.
I know about the 1GB and have been assured by our network pukes that we are running 1GB..I will check agn.
