drive speed differences
server: proliant DL 380 G4
There are 2 raids: raid 1 has 72GB/15K
raid 5 has 3-146 GB/10K
should the differences in drive speed between the raids be of any concern?

Though it will work fine, recommendation is to have same speed Drives.

THe rotational speed has no effect on anything and is transparent to the drive controller/RAID controller and the system. This only effects the internal operation of the hard drive itself, allowing data received into the drive to be wrotten to the platter quicker.
You can even mix speed in a single array with no effects
