hp dl 180g6 memory problems

hello
i have hp dl 180g6 (2cpu) and six 500209-061(2gb dimm).
in document http://h20195.www2.hp.com/v2/GetPDF.aspx/c01708537.pdf describe, how to polulate memmory slots.
my choice:
1cpu: 2a,4b,6c and
2cpu: 2a,4b,6c.
but bios not start after power on.

system start only if memory populate in 2a, 4b or 2a 1cpu & 2a 2cpu.
