hp dl 360 will not post

I have two new dl360's they come without batterys but i have installed it, and memory, no hard drives are installed. I can not get it to post or display anything on the monitor. It seems to power fine.

on the motherboard I am getting two lights on CR 22 and CR 28. I was hoping someone might have an idea.

Hi,

is there a processor installed? and VRM module with it?
