If that does not help, and if you've got SAN connection: Disconnect the SAN.
I had the same problem yesterday, on a BL460c G1, new system I/O board.
Smart Start 8.30 x86 hung at driver load step 2 of 4. If I left it hanging, got black screen, and no response to Keyboard/mouse.
I knew from a previous case, that if a server got SAN connected the FW CD could hang during discovery. And that disconnectiong SAN would work.
So yesterday, I removed the FC HBA and a 4 port NIC mezz.
That fixed the problem.
I chekked FW with FW CD 8.60, and from that a NIC FW was not up to "8.60" date.
I was working on 2 identical servers, the first got no problem the second hung.
Perhaps NIC FW.

Would be nice if you care to try the FW update first HP508.
Could be a better solution.
Otherwise my workaround might help.
