nc373i DL360 network send performance slow

We have a DL360 windows server 2003 R2.
Proliant support pack 7.90, all firmware updates installed. 2x nc373i teamed.

This server sends data very slowly, receiving is OK. I've found other threads in this forum with similar problems en verified that none of the mentioned solutions applies. Also changed cables, different switch etc.

Packet size 2k bytes: 72919 KByte/s Tx, 18819 KByte/s Rx.
Packet size 4k bytes: 100081 KByte/s Tx, 18325 KByte/s Rx.
Packet size 8k bytes: 99419 KByte/s Tx, 10325 KByte/s Rx.
Packet size 16k bytes: 86833 KByte/s Tx, 6214 KByte/s Rx.
Packet size 32k bytes: 60868 KByte/s Tx, 2406 KByte/s Rx.
Done.

Should we have the mainboard replaced or is this a software/driver issue.
