need bootable floppy or cd to install OS

I am trying to install W2K3 server on a 6400R for my church but do not have the SmartStart CD. Someone tried to install Linux and I believe the System partition has been deleted. I can't get it to boot from a CD. I am not sure if that is disabled as a boot device or just does not work. The led flashes on startup. I can't get it to boot from a DOS or W98 floppy either. It will boot the Rompaq floppy (firmware is up to date). I can't locate any floppy or CD images that in support pages to create the system partition again nor figure out how to get into the setup to verify CD boot is enabled. Any help is appreciated. I downloaded the support pack but is not bootable. Thanks

Try some of the links in the following article. The SCU disks would be a good place to start for accessing the BIOS.
