proliant 1500 Mother board continuous reboot

I am running a proliant 1500 w/ual PII 200. The motherboard boots, hear the post beep, Ram checks, Processors check. Then the motherboard reboots. Happens 5 or 6 times then everything stops. Power lights are on but nothing happens. The power light on the SCSI HD will turn off as well. I cannot boot to the floppy or the HD or CD. Occassionaly, I can get the HD to boot and the Windows boot screen comes on. It will start to load and then the screen will go blank and everything will stop.

I have reseated all cables and hardware and still have the same problem. Anybody have any ideas?
