DL 380 RIS boot doesn't work

I cannot boot from a RIS boot disk, error is BIOS didn't enable network card, disable plug and play on bios. RomPaq'd and flashed bios to latest, 12/2002, yes old server. We are trying to move to virtual server 2005 using VSMT.
