HP Proliant DL380 hot-swap drives don't work in all slots

I have a very weired problem. I use two mirrored 36Gb drives in slots 2 and 3, and they work fine. When I move them to slots 0 and 1 only drive on slot 0 works, another one shows faied. When I tried to populate all 4 slots with identical drives, server refused to boot saying no valid boot device. Is it a controller issue, does anyone had similar problems? Any help would be much appreciated, this thing drives me crazy.
Thanks,
Stan.

Stan:

It sounds as if the SCSI backplane board on the drive cage is bad. (which is why you have boot drives starting in bay 2)

What generation DL380 is this?

No, actually I already replaced backplane, thinking it could cause this problem. In fact, I was able to regain slot 0, and only slot 1 is acting weirdly now. I have a reason to believe it has something to do with clusters. Slot 1 behaves like it is a quorum drive, however it is only my assumption. Couldn't find any info about this issue. Thanks for your reply.
