How to tell if my Proliant Server is in HP Static High Performance Mode, Linux

Hi,
I would like to be able to tell if my DL360G6 or G5 is in High Perf mode or not. No matter what I do (via the iLO or BIOS), all my CPUs seem to be busy... and this is on a completely idle machine (believe me). Here is what it reports (according to Intel blogs, C0 is "busy"):

# cat /proc/acpi/processor/CPU?/power | grep active
