LH4 BIOS upgrade floppy failure

Pretty much at my wits end on this. Floppies created from fw_all_nr_lh4_d0303.exe (Netraid flash) or lh4_bios36_fw45_en.exe (LH4 BIOS flash) all fail to boot correctly. When booting from the floppies, I get the following:

----------------------------------
Starting MS DOS...

Unrecognized command in config.sys
Error in config.sys line 1

Bad or missing command interpreter
Enter correct name of command intepreter

A>
----------------------------------

I've tried editing the config.sys file which does, in fact, contain garbage on line 1, but had no success.

I've downloaded the file fw_all_nr_lh4_d0303.exe twice now thinking that the file was corrupt. No luck.

Has anyone else seen this problem?

Yes, I have. I assume you've tried different floppy drives and disks. I seem to remember having to replace a floppy cable on the system I was using to write the disk.
