ML370 fans on high after OS upgrade/install

I upgraded and did a clean install of Win 2003 Server on my ML370 and now the fan noise is unbearable. The fans won't turn to low after the computer ends the boot process. They did before. What did I not do in this case. What has to reinstalled ?

Bump!
I did just do the same and installed 2003 after using smartstart 8.20 and the fans are on max.
My goal is to have this ml370 in office environment.
Please help!
