ML380 fan speed to high

We installed a ProLiant DL380 G4 #GB8628DVJW with WIN2003 and all HP Software.
System health driver seem to run, but the fan speed of all 8 fans is set to normal.
Device HomePage is running. Attached the result of the HP Insight Diagnostics.

Thanks for your comment. I already read this discussion. The problem is, that I already have installed the newest version of the health care driver and BIOS and nothing happens. The fan speed is still set to NORMAL.
In the attachment of the first posting are all settings stored.
