Proliant ML370 System Fan Error

Here's my situation:

I've a Proliant ML370 first generation server which came without a power supply. I installed a 300W power supply and started the server. On startup it says immediately that the system fan is missing and the server restarts. The system fan is present AND running.

I decided to install a new system fan but the problem still remains. The new system fan is running but the system says that no fan is present and restarts.

It would be absolutely great if anyone has an idea how to get this damn server running. Is there any chance that the power supply is the problem (because it's the only part that's not original HP/Compaq). What else should I try. Is thery REALLY no workaround to get the server running without a system fan that the server likes enough to start ;-)
