USB installation issues

I have a ProLiant 7000 server that I am trying to install a PCI USB card into. Using SmartStart did not recognize the card and I would like to know how I get the power to the PCI slot the USB card is in turned on so Windows Server 2003 will recognize and install drivers for it. Any help would be appreciated.
