which files to download?

Im just looking at the long list of files that are available to download for the server. Do I need to download them all or does smartstart contain all the ones I will need?

SmartStart will assist you in reinstalling the operating system, but it will not install all the components that the PSP (ProLiant Support Pack) will.

Determine the hardware installed, and update the firmware. Install the OS using SmartStart. Finish up by running the PSP selecting the components you need. Don't worry about the PSP installing drivers for devices your server doesn't have. The PSP has the intelligence to determine hardware and only install what is required.

So my best bet then is to create a cd with all the other files on ready for install?

Most of the firmware can be updated directly from the ProLiant Firmware Update CD (companion to SmartStart CD), but yes having a copy of the PSP on CD could be handy if a network share is unavailable.
