RILOE Power Cord

Judging by this link http://h18013.www1.hp.com/products/servers/management/remote-lightsout/server-slot-matrix.html it is recommended that the power cable for the RILOE be connected when the card is in a DL580 G1. I thought that this card was only used in case the server was unplugged from power. If the server is plugged in (whether turned on or not) the RILOE receives power from the PCI bus and is accessible. Am I correct in this or is the cable required to access the server when it is turned off?

I beleive it needs it.. when the server is off the PCI slot is off also.

Actually if you power off the server but do not remove the physical power cord, RILOE (II) will function if the external power cable is used or if the internal 16/30 pin cables are used.
