where can I download HPONCFG?
I tried finding it on HP website, but all I find are references to this tool on some forums or other documentation.

it's a tool in the SmartStart Scripting Toolkit for Linux

You might also want to download the
HP Lights-Out XML PERL Scripting Sample for Linux. It contains sample XML that you can also use with HPONCFG

To use hponcfg you need to have loaded at least the health driver and the iLO channel driver which ship in the PSP.
If you don't want to load the PSP, you can use the perl script linked in my 1st response to send the iLO XML commands over the network
