11.0 is out of support for quite a while, so it is not a big surprise the software for it has disappeared from hp website. Sorry about the bearer of bad news.

The ipfilter A.03.05.08 for 11.00 seems to be on hp website.

HP did not have the IPFILTER patch for HPUX 11.00 on any of their websites.
I contacted HP and the gal was able to find the patch and put it up on their ftp site....
If anybody needs it, I still have it on my PC.
